The Tour Operators Margin Scheme

TOMS taxes your margin, not your turnover, and blocks input-VAT recovery on bought-in services. It's mandatory across the EU, applied differently in all 27 member states, and settled with a year-end adjustment that catches operators out.

Tour-package tax, federal and provincial

When you buy and resell flights and rooms as a package, you're the supplier — so you charge and report GST/HST on the sale. Packages need their taxable and non-taxable portions calculated by percentage, and any change to a package can mean recalculating them.

On top of federal tax, BC, Saskatchewan and Manitoba run their own PST and Quebec runs QST — separate registrations and filings. Cosmos calculates the package split, applies the right rate for the buyer's province, and files to each authority.
